Should radiation be included in our Heat sink calculations?

We have an outdoor enclosure with an external finned heat that uses a sun shade and natural convention. Should we use the "include radiation" option that is avalible on most heat sink performance calculators?

Estimate the radiative heat transfer using differences between the quantities epsilon*sigma*temperature^4 where epsilon is the emissivity and sigma is the Stefan-Boltzman constant. Compare this result with the characteristic heat transfer due to natural convection. Decide whether ths contribution from radiation is small enough to neglect.
