Maybe you can use your imagination? Probably all airfoils are optimized?
Most important is to be able to set up a HUGE function.

INPUT => HUGE FUNCTION(CFD-analysis) => RESULT

So basically, create a script with a couple of input arguments. Suppress all stdout messages except the result at the end :-)

Possible way of solving it(free software path):
1. use gmsh for geometry creation, create a surface mesh
2. use snappyHexMesh for volume mesh creation
3. use OpenFOAM for CFD-calculation
4. get the output from force monitoring via scripts

Use opt4j or Dakota as optimizer.

The commercial path:
1. Ansa for geometry and surface mesh creation (via morphing)
2. Star-CCM+ for volume mesh and postprocessing (via java scripts)

Use ModeFRONTIER as optimizer.
