flux limiter

does flux limiter can be used instead of artificial viscosity when using central difference scheme? .

There is a central type TVD scheme, where flux limiter are used. Although no artifical viscosity-like parameter, there are indeed entropy correction parameters. See numerical method for hyperbolic conservation law.
