How to specify water height of boundary in flow3d?

hello, can you tell me how to specify water height of boundary in flow3d? Now I just to specify unique water height in the inflow boundary, but the heights change from 5 to 39m in the section. I add some code in the bc.f, but the flow3d does not use the specified boundary.

please help me.
