Default Boundary Layer development!! Please comment.

Please comment on the following velocity vector snap from FLUENT whether my flow is developed or not. I used a K-E model for the initial convergence.

My apologies for any stupid mistakes. I'm a newbie.

Inlet BC>>
Velocity magnitude: 2.5 m/s
Turbulence Intensity: 10% (randomly taken)
(can we use I= 0.16x(RE)^(-1/8) to calculate Turbulence Intensity?? )
Hydraulic Dia: 0.06m (a bit confused about the HD)


Initialized the solution with Inlet BC.

Also please comment when it is necessary to refine the mesh.
