The ERCOFTAC best practise guidlines costs $. You can however find a similar free document from MARNET. There is a link to it in the Resources/Documents/Books Online section here at CFD Online.

CGNS is now considered 'AIAA Recommended Practice'. AIAA sells a slightly updated version of this PDF.

Also, if you know someone with recent AIAA conference papers on disk, there have been a few validation/verification papers recently.
