Unregular Mesh with Squares. What to choose?

Dear all,
I have a large array of 0 and 1 (just cube with 0 and 1). Points with 1 should be the space for fluid flow. I have to split the space in squares (or cubes for 3D). The squares will form unregular grid and this is that I need. In other way I should coarsen the regular grid. The resulted coarsened grid loses regularity. I also have to minimize the number of the cells in the coarsened grid. Could you advise me some free code to overcome my task fast under Win32 and C++?
