Overall picture versus specific point

Ok, here's a question: how would one go about determining the turbulence generated at a specific point? As I'm sure my posts have shown, I am a novice at this facinating topic. The tools I've found on the web show me an overall laminar flow to the problem I'm looking at, but does that necessarily mean no turbulence was created? Or just that the flow resumed a laminar flow?

I just have this gut feeling that its the ladder case, and am interested in finding those points of turbulence, and measuring the effect.

Any help you all could offer would be much appriciated.
