Flux Limiter Scheme for compressible fluid flow...Need Urgent Help

I need a desperate help from CFD online friends.For some months I am trying to develop a compressible CFD code using Flux-Limiter like Symmetric Limiter Positive Scheme(SLIP) as described in the paper "Flux-Limited Schemes for compressible Navier Stokes Equations" S.Tatsumi,L.Martinelli and A.Jameson AIAA journal Vol33 No2 1995 for my thesis.I am having some problem while I am trying to apply this I am getting absolutely wrong results.
I want to find out the mistakes.
I want the two dimensional scalar conservation Law and the semi-discrete form of the scalar conservation Law with Limiter and want to cheeck with my formulation.I am attaching the one-dimesional and two dimesional formulation here.
Is it Ok?
If someone pls confirm that it is ok.then I can proceed further with my code.It is very urgent please help me.
