Default again asked for FVM on unstructured mesh

Hi, is there an established code that can simulate shallow water flow by finite volume methods (FVM)on unstructured girds? I am looking for a 2D code to do some shallow water equations calculations(HLL scheme or Roe-upwind scheme). Will appreciate your reccommendations. Thanks, WLH
