Penalty method and FEM

Default Penalty method and FEM

Hi,

In the stokes flow problem how can i implement penalty method on linear triangles (FEM grid)? I am worried about getting the trvial solution back unless i use reduced integration. Any pointers on this will be highly appreciated.
