Is there any complete guides to explain how gambit generates staggering grids?

According to the current use of the word "staggering" in CFD, it isn't actually a feature to look for in a grid generator but in a CFD solver. However, as Gambit only produces non structured grids (i guess), it is unlikely for you to find a staggered CFD solver that reads gambit grids. This is because staggering in non structured frameworks is much more complicated and i know of only very few attempts at it; these, of course, are far from being production codes.
