Default Relation between turbulence modeling & time scale?

Hello! I have some problems to implement RSM(Reynolds Stress Model) into existing code. The flow solver with BL model converge very smoothly but solver with RSM blows up(NaN). In all cases, I use CFL criterion(convective criterion) to get time increment. Today I read the articles about viscous time scale and turbulent time scale. In the articles, the minimum time scale among three time scales(CFL, Viscous, Turbulent) is used but any additional explanation is not in the articles. Is there any relation between turbulence modeling(k-e,k-w,RSM) and time scale?
