Default Regarding element size in (ansys 19.3)

Recently i have come across a problem regarding to the mesh generation.
When i applied sizing and proceeded for element size to fill.there was a default value (8.09 in )but the value i wanted to input is .3 in so, how many times i tried its not getting corrected.do give your opinion regarding to stated issue.
