I am Using CAELinux 2013 (64bit, Xubuntu 12.04) and have a

OpenFOAM Version of 2.1.1 . Can I update it to 2.3.1?? and How

Since you're using Xubuntu 12.04, then you'll have to install OpenFOAM 2.3.1 from source code:

sudo apt-get remove openfoam211 paraviewopenfoam312
