Default Issues Running Utilities with foam-extend 4.1

Hello,
I am attempting to make the switch from OpenFOAM8 to foam-extend. I am using WSL 2.0 with Linux 18.04.
After much trial, I believe I managed to get foam-extend 4.1 installed. All the directories (including the utilities) are present, but, when I go to run a command such as "blockMesh" in a case directory I am told that the command doesn't exist.
I am thinking that this is an issue with my install, however, it could also be that I am in the wrong mindset coming from OpenFOAM8. Any advice is appreciated.
