BlockMesh for a rectangular domain with curved bottom surface

Hi,
I looking for a way to generate a 3d hexahedral or prismatic mesh for a rectangular domain with a curved bottom surface (topography). The mesh should be graded in the vertical direction. It is not important if the mesh is structured or unstructured.

Does anybody know if it is possible to do this using blockMesh, the openFoam mesh utilities, the stlToGmsh utility posted on this site or some other free meshing code?

I think I can find a way to construct the bottom surface mesh. If I'm not mistaken, what is left is to extrude the mesh upwards, and at the same time smooth away the curvature of the bottom surface to give me a flat upper boundary. This does not sound to difficult (I hope I'm not mistaken...). If I would try to write such a utility myself, does anyone have any advice on what to think about.

Regards
David
