Default Gmsh a mesh at points within a volume

Hi all,

I would like to know the best way to refine a mesh based on characteristic length at points within a volume. Obviously I have defined the cl of each point but during meshing these are not adopted since the points are not coincident with the mesh nodes.

I have determined that it is possible to refine points within a surface, by embedding, however from what I understand the same is not possible for a volume.

Please find attached the corresponding .geo file.
