I want to simulate the flow through the annular space between two pipes of different diameters (lets say d i D, respectively, with a length of L). In Fluent, it is possible to define such a system as a 2d axisymetric case.

My question is: how can I accomplish this using OpenFOAM? How should I configure the blockMeshDict file to achieve that? According to the User Guide, the solution for the typical 2d axissymetric case is to use wedge patches and a block with only 6 vertices, while the axis is defined by the "merged" vertices. I understand this approach, but how should I define the axis when it is actually outside the domain (as I will not simulate any flow in the lumen of the inner pipe)?

You can use snapyHexMesh. First use blockMesh for draw outer pipe with arc (edges in blockMeshDict). Then draw inner pipe with cad in .stl format. After that use snapyHex Mesh in order to cute the inner pipe's shape out from the outer one.
Wedge BC help you to simulate just a circular sector of your axi-symmetric geometry if it has the condition.
