Servus,

1. for openfoam-1.7.1,is foamX not available?is it replaced by discretizer?

foamX was not continued (it was canceled with Version OF 1.5) by opencfd, now you should use command line => no gui, but foamX was not such a great tool.
Creator of Discretizer is Björn Bergqvist (as stated by his web page)
http://www.discretizer.org/
2.is discretizer open-source.how to get & install it.need brief explanation / related links.
yes it is Open source. http://www.discretizer.org/node/2
more infomation on the download page
or take a look at SVN-repo

3.is mesh produced by it is completely compatible with openfoam,i.e.,is it directly read by openfoam without any additional changes/input.

discretizer produces OF-mesh. You can do meshing, start simulation calculation and start postprocessing (=Paraview) from discretizer within a gui

4.i have familiarity with Icem-cfd & catia ,how easily can i adopt to discretizer.
take a look at screencasts http://www.discretizer.org/node/14 to get a feeling how you could work with discretizer
5.what formats are output mesh file/data in?
6. any other must know and good to know info regarding discretizer.
take some time to explore discretizer webpage.
discretizer-setup nice tool to use as gui for snappyhexmesh(SHM)
(SHM == STL2OpenFOAM mesh)
