snappyhexmesh refinement stops when?
 

Assuming I defined both surface shell based refinement and region - volumetric - refinement.
If the maximum number of cells is reached during surface based refinement, region refinement will not occur anymore, in essence leaving you with a mesh with large cells away from surfaces.
Is that so?
