With the meshQualityControls you can choose the final quality of the mesh. If you set this quality controls to produce a high quality mesh, probably snappy may not snap correctly to the surface or create 100% of the layers. If you relax this parameters probably the layer addition will work better but, in return, you will create a mesh with lower quality.
