I have only used snappyhexmesh for one mesh but I know that I had problems with the layers forming when I set nGrow to anything other than 0 but that's not the problem in this case since yours is already at 0. I would play with the feature angle. If you set it to 180 then layers should grow no matter what the angle. If this doesn't do anything then I would try increasing your tolerance's. What type of geometry are you meshing?
