2D NETGEN refinement/spacing question

Hey NETGEN aficionados, I have a question regarding off-geometry spacing and/or refinement in 2D with .in2d geometry files.

I have a large, 2D outer domain with many smaller loops inside it that I wish to make a surface mesh on. I have good success doing this with NETGEN, except that I would like to be able to limit the off-geometry spacing to be smaller; for example, there are places where the inner loops have parallel edges very near to each other and the strip between is connected by single edges in the triangular surface mesh. I have attempted to attach a picture of this situation. I would like to be able to enforce that there be at least one interior point between all geometries; that no geometry be connected to any other by a single edge. This could be accomplished by specifying a growth rate or the like off of geometry; to be able to say that the first point off of any geometry be no larger than a specified size. Analogous to having viscous spacing in the grid, and in some sense that is what I am looking for.

I read about the .msz file that is supposed to help with grid refinement but I had zero luck getting any results with any .msz file. Is there a better way to do this? NETGEN has served my purpose very well so far and has been faster than any commercial software I have at my disposal.

I would appreciate any input/help on the subject...
