perhaps snappyHexmesh and /or refinemesh would fit your request. (search here or google etc.)

I have searched that, it seems openfoam only supports the refinement of hexaheral.

ok, this question seems to be behind me OF horizon.

but I guess refinemesh could refine non hexahedral meshes and the result would be hexahedra.
