[Other] Mesh Conversion in OpenFOAM: "cannot find file"

I encountered a problem when I tried converting the mesh in OpenFOAM. The error is:

Create time

--> FOAM FATAL IO ERROR: 
cannot find file

file: /home/cfd11/openFoam_examples/sample_hrsg/system/controlDict at line 0.

    From function regIOobject::readStream()
    in file db/regIOobject/regIOobjectRead.C at line 73.

FOAM exiting
