Is is possible to snap geometries from a mesh that doesn't satisfy 2:1 transition?

Hello all, this is what I am trying to do:
1. blockMesh 2. snapyHexMesh with only "castellation" on (for later refineMesh purpose) 3. run simpleFoam for n iterations, get some field values 4. topoSet grabbing cells based on one of the field value 5. refineMesh applied to cells grabed from topoSet (i dont think refineMesh works well on cell type other than hex, or i didnt do it right) 6. snappyHexMesh snap geometry edges, maybe add layers too. When running snappyHexMesh in step 6, system tells me: Celllevel does not satisfy 2:1 constraint it is reasonable.. because refineMesh for sure will mess up refinement level transition.. but I also wondering if the requirement of smooth transition is required in the snapping stage.
