[snappyHexMesh] activeBaffleVelocity - Setup and Use

I've created a self tutorial for myself to develop a workflow that works for me.

snappyHexMeshConfig is a magical utility for getting blockMesh and snappyHexMesh working to build a set of walls and boundaries for a mesh.

I am really trying to understand how to use baffles. In particular the activeBaffleVelocity baffle. So in the attached image my case has the following:

Solver: incompressibleVOF
inlet: the top flat round surface
outlet: the bottom flat round surface
walls: all of the cylindrical surfaces
SetFields: creates the water in the upper chamber shown in red

The setup is all based on damBreak3D from the tutorials file with the addition of an outlet. It works as in a predictable manner the water drains in a stream through the bottom chamber and out of the case mesh.

Now I'd like to convert the outlet to something I can control. The description of activeBaffleVelocity seems perfect. I could at different times change the amount of fluid allowed to pass out of the outlet.

I've not found a tutorial or example that has clicked for me so far, can someone help or point me to a clear instruction for creating a baffle at an outlet?
