[snappyHexMesh] sHM layers problem

I am struggling to with layers in snappyHexMesh.
I have a simple model, from which I am trying to grow 6 layers. In areas close to where the surface refinement changes, the number of grown layers reduces, or disappear altogether. The attached shows an example of this (using ExtractCellsByRegion in paraView).
I also attach the snappyHexMeshDict.

I have tried changing most of the layers settings, but dont really get anywhere.

I would much appreciate any advice!
