Default How can the velocity at the atmosphere exist?

Hello, I simulated damBreak(ras) tutorial, and I found that the velocities at the atmosphere are not zero.
As you can see below, the value of alpha.water doesn't exist at the atmosphere.







Then how can the velocities at the atmosphere exist?
