Default PecletNo postprocessing function calculating the local Re?

Dear Foamers,
in trying to calculate the Peclet number for my simulation i stumbled across the PecletNo postprocessing function. Whose results are completely different from what i caluclated manually via Pe = U*L/D.
Doing a bit of reading in the source code and here in the forum i figured out that 1) the function uses nu instead of D and 2) uses the cell size. Since alot of the post where more than 5 year old, i wanted to ask:
Is it correct that the PecletNo function calculates the cell Reynolds number (Re = U*L/nu) instead of the Peclet number?

Basically, if this is true, the function is of no use to me, but what does one use the cell Reynolds number for? Figure out numberical instabilities? And where is the difference between the local Reynolds number and the cell Reynolds number?
