water level inlt boundary condition

Hi everyone,
I am using OpenFoam for my internship and I need to modelise the flow in a spillway. In the upstream part of my spillway I have a tank of water, so I would like to fix a water level for boundary condition and not a velocity. Because in reality I don't know the velocity but the water level is known. Does someone know How is it possible to put a water level for boundary condition? Yes, I didn't understand your subject.
It seems complicated to me. The only way i think is to use a flow inlet to balance your water level. You can find the flow rate to use in inlet by creating a first simulation where you use the setFieldsDict and you see the flow rate in outlet. I hope it helps you.
