What is 'boundaryToFace'? How can I setup 'setFieldsDict' file?

I have mesh generated using 'fluent3DMeshToFoam'.
The only understandable file in this converted mesh is 'boundary', while rest all are numbers.
Now, if I'm using blockMesh utility for mesh generation setting 'setFieldsDict' file easy. But I've fluentMesh which is converted to openFoam mesh.

How can I setup 'setFieldsDict' file for this kind of Mesh for water and air?
I'm thinking of using 'boundaryToFace' topoSet instead of boxToCell topoSet.

I'm using 'multiphaseInterFoam' solver. I'm trying to setup liquid(Water) at liquidInlet boundary, and Gas(Air) at gasInlet boundary.

Hey Ash, did you find the solution? Please can you help me with this? :)
I have a circular boundary from snappyHexMesh for a pipe inside a tank, I need to fill this pipe with another fluid and set its end as an outlet...

Can you provide me a sort of schematic please, so that I can visualize correctly?
