In principle, you can just replace the files you're missing and use wmake on the relevant directories to recompile the needed libraries - however, if you don't know what you're missing, it might be easier/safer/smarter to just replace your installation and recompile from scratch.

If you didn't delete/lose any files, perhaps this is because you started from the binary distributions? *(I have no idea what the binary distributions contain, but my guess is binaries..., none-the-less, this could be rubbish)
