Default coefficient matrix for boundary condition

I am seeking to developed a boundary condition as a constraint which will be given as
Code:
\PhiU = Q
where \Phi is the node adjacent to a boundary condition which is given as the area of the boundary or patch, U is the velocity and Q is the volumetric flow rate. Is it possible to develop or extract a coefficient matrix for \Phi including its transpose.
