How to get the cellZones in a proper order?

Default How to get the cellZones in a proper order?

Hello,everyone.
Recently I developed a new solver in which the cellZone are used to define the material in each region.Here is my problem:
I define my cellZones in the file topoSetDict in system directory.After I run topoSet and setsToZones,the file cellZones is created in the polyMesh directory,but the resulted cellZone order is not the same as I define in the topoSetDict.
I want the order of cellZones is the same as the cellSets order defined in the topoSetDict. How can I do this?Can anyone help me?
