Default rotating velocidy boundary condition at outlet

I'm trying to set up a case where, at the outlet, a liquid in the system is rotating as it leaves the outlet. The point of this eventually is to simulate water in a pipe as it reaches a pump.

I can get values to feed it, such as flow rate out the outlet and rotational velocity, but I'm not sure how to translate that into a boundary condition in openfoam. I'm imagining something similar to the lid-driven cavity setup, except in three dimensions and with a liquid.

Is interFoam the appropriate solver for a case like this? What type of boundary conditions could create this situation?
