Time step in steady state solver

I have run a simulation with steady state solver simpleFOAM, What do the time steps mean in that case?
For example When I try to run the simulation with transient solver such as pimpleFOAM , the time steps generally mean the flow condition at that time instant.

The time step and the time step size are just dummy variables in the SIMPLE loop. You can set the time step size to 1 (but it should not matter).

Thanks jherb for your quick response
So basically the time instant 10 with time step size 1 is equal to time instant 20 with time step size 2.
