Equations solved by potentialFoam

The OpenFOAM Extend Wiki explains that the equations solved by potentialFoam are:
\nabla \cdot \vec{U} = 0
\nabla^2 p = 0

Is that really what potentialFoam does? (I wasn't able to figure out by reading the file potentialFoam.C)

If it is, why does it make sense? I understood that the correct way to solve for the pressure in a potential flow field would be to first solve \nabla^2 \phi = 0, from \phi compute \vec{U} = \nabla \phi, and then compute p using Bernoulli's principle.

Thanks!
