steady solver in openfoam!!

Hi
can anyone tell me about steady state solvers in openfoam?!! what's the meaning of start time in steady solver!!! it must use for unsteady solver so why must enter start time and delta for steady solver?!!:(:(:(

Hi
in that tutorial "cavity", it uses icofoam and we know icofoam is <
Transient solver for incompressible, laminar flow of Newtonian fluids >. I ask about steady solver such as simplefoam and etc.
