noCombustion/laminar and psiThermoCombustion/psiChemistryCombustion

Among the combustion models available in OpenFOAM 2.4.x , there are:

noCombustion<psiThermoCombustion>
laminar<psiChemistryCombustion>

Why does laminar use psiChemistryCombustion while noCombustion uses psiThermoCombustion? What is the meaning of that?

Would it make sense to also define the models noCombustion<psiChemistryCombustion> and laminar<psiThermoCombustion>?
