why delta is 1 in simplefoam?

Hi.
why deltaT is 1 in simplefoam?
Is it just set number of itrations?
if i use deltaT<0.2 in my case it is not convergent. why?

I think in a steady state solution deltaT would behave somehow as a relaxation factor, but for all the variables (except p). Having separate relaxation factors would be easier to control. When you set the time steps too short your solution might be still converging but at a REALLY slow rate.
