what about the outer cylinder shape? The lateral side that connects the two disks I mean

nothing connect them it is a free surface
but in drawing it will be a cylinder where i must apply a certain BC on the outer side

I have no experience on this kind of things, but what I would say is that if you apply any BC on those sides, they will affect your inner field. Thus if there is nothing connecting them, I would insert the two geometries on a large domain (a sphere?) and apply a inletOutlet BC on the outer (spherical) surface.
This is only an idea. Maybe someone has more experience on the subject...

my question was how to create the cylinder geometry in openfoam
do i need to insert point point, it will be hard?
how to draw? is there any software that i can draw in and then convert to blockMesh file?

If I am not wrong, you asked help for BC as well!!!
You can use any software you want to create your mesh, and then convert it for OpenFOAM. Is not necessary to go through blockMesh, if you create your geometry ie in Gambit or in Pointwise or in Salome.
