me too have the same doubt... its no where mentioned in user guide or programmers guide..!

topoSetDict is used for creating/adding/deleting and manipulating operations on point,face and cellZones. For more information on how to write a topoSetDict or the options available, go to

$FOAM_APP/utilities/mesh/manipulation/topoSet

It is the same as setSet utility.
