Default an outlet boundary condition

Hello everyone
I am confusing by an outlet boundary condition.The expression of the variable at outlet is:

d(phi)/dn=(u x e_z) dot n
where
u is the velocity vector,it is an variable also.
e_z is  the z axis unit direction vector(0 0 1). 
n is the unit normal
Can you tell me how can I realize this boundary condition?
