I want to access old-old time step values
i.e
old-old values: φoo ≡ φ(t − ∆t) stored from a time step previous to the last.

for last time step i know p.oldTime(),

what is the function to access olo-old value??

it just : p.oldTime().oldTime() you will got the old-old value.
