I'm new to openFoam (read noob). Can someone please explain me what setSet does? I came across it in multiRegion Heater tutorial and have no clue about it.

It is a command-line utility, which means that you do not need to specify a separate file for the function (contrary to topoSet). It is very useful if you need to create, for example, a faceSet from a faceZone. Or you can pick cells that are adjacent to a face, or pick points that lie in a face etc.
