is there a possibility to generate or merge two meshes with different grid densities?

I hope to use a mesh like in the picture I attached

while I can not merge two meshes together with blockMesh

is it possible in OpenFoam, or do I need to use other software to mesh?

Check out the stitchMesh utility.
