Is it possible to have a brief README in the main page (more like a message of the day) that reminds new users to use the "Search" facility before they post a topic. Maybe even hyperlink the word 'Search' to the search page? Currently the Search button is listed under utilities and I think this is causing many folks to ignore it.

Yes, but if I point my mouse over the link in the main page I see this:
