Creating a new surface plane at a fixed distance frrom the boundary (a terrain)?

Hello All,
I need a help. Can someone guide me as to how to create a new surface plane that is at a fixed distance from the boundary (a terrain in my case)? I have a boundary (a terrain with varying altitude as represented by the Z Axis coordinate). The terrain boundary is save in vtk file. Now, i want to create a new surface plane that is say 10m above this terrain boundary (in the z height direction). Then over this new surface plan, i want to visualize the surface LIC or plot velocity contour. Can the already inbuilt surface LIC plugin or contour tool in paraview be used for this newly created surface?
thanks for the help and tips,
regards,
